Polysorbate 20 is water soluble, and is usually for perfume and room sprays. It keeps everything emulsified so you don't have to shake bottles like salad dressing before each use.
While it's gentle on the skin, it is not considered "eye and lip safe", so do not use it in facial cosmetic products. It's best for mixing fragrance or essential oils into water based sprays.
